The infrastructure design considerations in the project mainly follow Myanmar National Building Code (MNBC), 2020 and relevant international standards such as American Association of State Highway and Transportation Officials (AASHTO), National Environmental Quality (Emission) Guidelines (NEQG) and World Health Organization (WHO) are taken into references.
The Master Plan has meticulously crafted a well-defined road hierarchy which is an essential backbone of efficient urban infrastructure. Designed to optimized connectivity and service delivery, the new city layout integrates a comprehensive road network structured into Arterial Roads, Collector Roads and Local Roads.
At the core of this design is the principle of access management which enhances road capacity, minimize congestion, and significantly improves traffic safety.
This thoughtful hierarchy ensures not only a high level of service efficiency but also a safer, more navigable city for all residents and visitors
The road design in the new city is strategically developed to deliver maximum efficiency and safety to every road user – from motorists to pedestrians. Every elements has been carefully considered to ensure smooth traffic flow and long-term sustainability. To support high traffic volumes and prevent future congestion, the city’s roads feature comprehensive traffic control systems, including signalized intersections and roundabouts that enhance both movement and safety.
Additionally, the deisgn incorporates all essential companents of a modern roadway:
This holistic approach to road infrastructure not only meets current needs but also positions the city for continued growth and mobility excellence.
To ensure long-term resilience and environmental safety, the project area will be elevated above the 100-year peak water level of the Ayeyarwaddy River. An efficient gravity-based stormwater drainage system has been designed to seamlessly channel rainfall runoff into the river through well-planned outfalls.
The drainage strategy extends beyond the project boundaries, incorporating and improving surrounding infrastructure. Special consideration has been given to integrate existing systems from Mandalay City along Shwe Ta Chaung canal near Nanket Lake and Shan Kalay Kyun Village, ensuring regional water management is cohesive and effective.

To support the energy demands of this transformative project, new substations will be constructed to ensure efficient and reliable power distribution across the entire new city.
A key innovative in this initiative is the implementation of underground power cables – a modern solution that offers significant advantages over traditional overhead systems:
This forward-looking approach to power infrastructure aligns with best practices in sustainable urban development and support the long-term resilience of the project.

The project features a water system designed to deliver consistent quality, pressure and reliability. The area has rich groundwater resources and will be recharged naturally by the Ayeyarwaddy River. As the city grows sector by sector, each area will be efficiently serviced with a scalable water solution. The groundwater will be treated to meet quality standards and will be safe for household and multipurpose use.
Additionally, the water supply network will include robust fire protection capabilities, reinforcing community safety and resilience.
This adaptable system supports both immediate needs and future growth – laying the foundation for a well-serviced, sustainable urban environment.
The project features a modern wastewater system that prioritizes both environmental sustainability and operational efficiency. Wastewater from households, commercial spaces, offices and public buildings will be managed through individual Onsite Wastewater Treatment (OSWT).
OSWT systems has been recognized as one of the most-effective and sustainable solutions available today.
Treated effluent from each OSWT unit will be safety directed into the drainage network and then discharged into the river. Every step meets national effluent standards, ensuring environmental protection and long-term sustainability.
This smart solution supports a cleaner, healthier and more resilient urban future.
The project ensures a clean and hygienic environment with an efficient, door-to-door solid waste collection system. Waste collection trucks operate on well-planned routes and schedules, serving each building and zone with consistency and care.
This organized approach guarantees reliable waste removal and supports a sustainable, livable urban community.
