Dr Liu’s Master Plan Vision for Amarapura River City is “A World Class Historical, Cultural and Tourist City”.
He projected that the urban population of Mandalay District will be 7.2 million by 2075. In order to accommodate the increased population, Mandalay should be made up of two cities, North Mandalay and South Mandalay. Each city should be served by its own Central Business District (CBD).
Dr Liu recommended that CBD for North Mandalay is suitable to be located at the Amarapura River City project site, citing its strategic central location and advantageous proximity to the Ayeyarwaddy River.
